मेरे प्यारे देशवासियो, 

क़रीब एक महीने के बाद, मैं फिर से आज आपके बीच आया हूं । एक महीना बहुत लम्बा समय होता है । बहुत सारी घटनाएं देश और दुनिया में होती रहती हैं । आप सबने भी उमंग और उत्साह के साथ दिवाली का पर्व मनाया । उत्सव ही हैं जो समय-समय पर जीवन में उमंग भरते रहते हैं,,,गरीब हो, अमीर हो, गाँव का हो, शहर का हो, हर किसी के जीवन में उत्सव का अपना महात्म्य रहता ही है । दिवाली के बाद आज मैं पहली बार मिल रहा हूँ आपसे । मेरी आपको बहुत बहुत शुभकामनायें हैं । 

पिछली बार जो मैने बातें की थी मुझे उन बातों के बाद एक नया अहसास हुआ है, एक नई अनुभूति हुई है । कभी कभी ऐसा सोचते हैं कि छोड़ो यार .....लोग बेकार हैं, लोगों को कुछ करना नहीं है... हमारा देश ही ऐसा है । मैं पिछले मेरे मन की बात और आज मैं कहता हूं ये सोच बदलना बहुत ही जरूरी है हमारा देश ऐसा नहीं है, हमारे देश के लोग ऐसे नहीं हैं । कभी कभी तो मुझे लगता है कि देश बहुत आगे है, सरकारें बहुत पीछे हैं । और जब मैं अनुभव से कहता हूं कि शायद सरकारों को भी अपनी सोच बदलना बहुत जरूरी है । और मैं इसलिये कह रहा हूं कि मैं देख रहा हूं कि ये युवा भारत ख़ास कर के कुछ न कुछ करने के लिये कमिटेड हैं, लालायित हैं, अवसर खोज रहा हैं । और अपने तरीके से कर भी रहा है । मैंने पिछली बार कहा था, कम से कम एक खादी का वस्त्र ख़रीदिये । मैंने किसी को खादीधारी बनने के लिये नहीं कहा था । लेकिन मुझे खादी भण्डार वालों से जानकारी मिली कि एक सप्ताह में करीब करीब सवा सौ परसेन्ट हंड्रेड एंड ट्वेंटी फाइव परसेन्ट बिक्री में वृद्धि हो गयी । एक प्रकार से पिछले वर्ष की तुलना में 2 अक्तूबर से एक सप्ताह में डबल से भी ज्यादा खादी की बिक्री हुई । इसका मतलब यह हुआ कि देश की जनता हम जो सोचते हैं, उससे भी कई गुना आगे है । मैं भारतवासियों को प्रणाम करता हूं ।

सफाई........... कोई कल्पना कर सकता है कि सफाई ऐसा जन आन्दोलन का रूप ले लेगा । अपेक्षायें बहुत हैं, और होनी भी चाहिये । और एक अच्छा परिणाम मुझे नज़र आ रहा है, सफाई अब दो हिस्सों में देखी जा रही है । एक जो पुरानी गन्दगी है, जो गन्दगी के ढ़ेर हैं, उसको सरकारी तंत्र...शासन में बैठे हुए लोग उसके लिये क्या उपाय करेंगे । बहुत बड़ी चुनौती है लेकिन ! आप जिम्मेवारी से भाग नहीं सकते । सभी सरकारों ने सभी म्यूनिसिपैलिटीज़ ने, इस जिम्मेवारी के लिये कदम उठाने ही पड़ेंगे क्योंकि जनता का दबाव बढ़ने वाला है । और मीडिया भी इसमें बहुत अच्छी भूमिका निभा रहा है । लेकिन जो दूसरा पहलू है जो बहुत ही उमंग वाला है, आनन्द वाला है और मन को संतोष देने वाला है । सामान्य मानव को लगने लगा है कि चलो पहले की बात छोड़ो, अब गंदगी नहीं करेंगे । हम नई गंदगी में इज़ाफ़ा नहीं करेंगे । मुझे सतना, मध्यप्रदेश के, कोई श्रीमान् भरत गुप्ता करके हैं, उन्होंने मेरे mygov पर एक मेल भेजा । उन्होंने अपना...रेलवे में दौरा जा रहे थे, उसका अपना अनुभव कहा...उन्होंने कहा कि साहब मैं पहले भी रेलवे में जाता था, इस बार भी रेलवे में गया लेकिन मैं देख रहा हूं कि रेलवे में हर पैसेन्जर...रेलवे में लोग खाते-पीते रहते हैं, कागज-वागज फेंकते रहते हैं...बोले कि कोई फेंकता नहीं था, इतना ही नहीं, ढूंढ़ते थे कि डिब्बे में कहीं डस्टबिन है क्या, कूड़ा कचरा उसमें डालें । और जब देखा कि भई रेलवे में ये व्यवस्था तो नहीं है तो उन्होंने खुद ने कोने में ही सब लोगों ने अपना कूड़ा कचरा इकट्ठा कर दिया । बोले ये मेरे लिये बहुत ही सुखद अनुभव था । मैं भरत जी का आभारी हूं कि उन्होंने ये जानकारी मुझे पहुंचाई । लेकिन मैं ये देख रहा हूं कि सबसे ज्यादा प्रभाव छोटे-छोटे बच्चों में हुआ है । सैंकड़ों परिवार ये बात की चर्चा करते हैं कि हमारा बच्चा अभी कहीं चॉकलेट खाता है तो कागज तुरन्त उठा लेता है । मैंने अभी एक... सोशल मीडिया में किसी का देखा था कि...किसी ने लिखा था...आज का मेरा हीरो...और आज का मेरा हीरो में उन्होंने किसी बच्चे की तस्वीर दी थी । और कहा था वो बच्चा खुद इन दिनों...कहीं पर भी कूड़ा कचरा है तो उठा लेता है...स्कूल जाता है तो उठा लेता है । अपने आप कर रहा है । आप देखिये...सबको लगने लगा है कि हमारा देश, हम गन्दा नहीं करेंगे । हम गन्दगी में इज़ाफ़ा नहीं करेंगे । और जो भी करते हैं वो शर्मिन्दगी महसूस करते हैं, तुरन्त कोई न कोई उनको टोकने वाला मिल जाता है । मैं इसे शुभ संकेत मानता हूं ।

एक अच्छी बात यह भी हो रही है कि इन दिनों मुझे जो लोग मिलने आते हैं, समाज के सभी क्षेत्र के लोग मिलते हैं । सरकारी अधिकारी हों, खेल के जगत के लोग हों, सिने जगत के लोग हों, व्यापार जगत के लोग हों, वैज्ञानिक हों...इन दिनों जब भी वो मेरे से बात करते हैं...तो दस मिनट की बात में चार पांच मिनट तो वे समाज सम्बंधित विषयों पर चर्चा करते हैं । कोई सफाई पर बात करता है, कोई शिक्षा पर बात करता है, कोई सामाजिक सुधार के संबंध में चर्चा करता है । कोई हमारा पारिवारिक जीवन नष्ट हो रहा है उस पर चर्चा कर रहा है । मैं समझता हूं कि वरना पहले तो ऐसा कोई व्यापारी आयेगा तो सरकार के पास तो अपने स्वार्थ की बात करेगा । लेकिन एक बड़ा बदलाव मैं देख रहा हूं । वो अपने स्वार्थ के बात की बातें कम, समाज संबंधित कुछ न कुछ ज़िम्मेवारियाँ लेने की बात ज्यादा करते हैं । ये चीजे हैं जो मैं जब जोड़ करके देखता हूं, तो मुझे ध्यान आता है कि एक...एक बहुत अच्छे बदलाव की दिशा में हम आगे बढ़ रहे है । और ये बात सही है...गन्दगी से बीमारी आती है, लेकिन बीमारी कहाँ आती है । क्या अमीर के घर में आती है क्या ! बीमारी सबसे पहले गरीब के घर पर ही दस्तक देती है । अगर हम स्वच्छता करते हैं न ! तो गरीबों का सबसे बड़ा...मदद करने का काम करते हैं । अगर मेरा कोई गरीब परिवार बीमार नहीं होगा तो उसके जीवन में कभी आर्थिक संकट भी नहीं आयेगा । वो स्वस्थ रहेगा तो मेहनत करेगा, कमायेगा, परिवार चलायेगा । और इसलिये मेरी स्वच्छता का सीधा सम्बन्ध...मेरे गरीब भाई बहनों के आरोग्य के साथ है । हम गरीबों के और अच्छी सेवा कर पायें या न कर पायें हम गन्दगी न करें न, तो भी गरीब का भला होता है । इसको इस रूप में हम लें अच्छा होगा । 

मुझे...जो चिट्ठियाँ आती है अनेक-अनेक प्रकार की चिट्ठियाँ आती हैं । लेकिन एक जो पिछले बार कहा था कि हमारे जो स्पेशली-एबल्ड चाइल्ड है । परमात्मा ने जिसे कुछ न कुछ कमी दी है । शारीरिक क्षति दी है, तो उसके विषय में मैं अपनी भावनायें सबके सामने रखी थीं । उस पर भी मैंने देखा है कि जो जो लोग इस क्षेत्र में काम कर रहे हैं वे अपनी सफलता की गाथायें मुझे भेज रहे हैं । लेकिन दो चीजें तो मुझे मेरी सरकार से पता चला । मेरे कहने के बाद हमारा जो एच.आर.डी. मिनिस्ट्री के अफसर हैं उनको लगा कि हमको भी कुछ करना चाहिये । और अफसरों ने मिल करके एक योजना बनाई । देखिये सरकार में बदलाव कैसे शुरू होता है इसका उदाहरण है । एक तो उन्होंने तय किया कि जो स्पेशली-एबल्ड चाइल्ड है अगर वो टैकनिकल एजुकेशन में जाना चाहता है तो उसको ऐसे एक हजार अच्छे स्पेशली-एबल्ड चाइल्ड को पसन्द करके उनको स्पेशल स्कॉलरशिप देने की उन्होंने योजना बनाई है । मैं विभाग के इन सारे अधिकारियों को जो विचार आया उनको बधाई देता हूं । दूसरा एक महत्वपूर्ण काम किया है उन्होंने कि जितनी केन्द्रीय विद्यालय हैं, और जितनी सैन्ट्र्ल यूनिवर्सिटीज हैं वहाँ पर स्पेशली-एबल्ड बच्चों के लिये आवश्यक होता है अलग इन्फ्रास्ट्र्क्चर...वो सीढ़ी पर नहीं चढ़ पाते तो उनके लिये ट्राइसाइकल चलाने वाला अलग व्यवस्था चाहिये । उनके लिये अलग प्रकार के टॉयलेट चाहिये । तो हमारे एच.आर.डी. मिनिस्ट्री के सब अधिकारियों ने मिल करके तय किया है कि केन्द्रीय विद्यालय और सेन्ट्र्ल यूनिवर्सिटी में एक लाख रूपये विशेष दिया जायेगा हर एक को । और एक लाख रूपये में वो स्पेशली-एबल्ड चाइल्ड के लिये जो आवश्यक इन्फ्रास्ट्र्क्चर खड़ा करना होगा, उसको खड़ा करेंगे । ये है शुभ शुरूआत...यही बाते हैं जो हमें बदलाव की ओर ले जायेंगी । 

मुझे पिछले दिनों सियाचिन जाने का अवसर मिला । मैंने दिवाली देश के लिये मर मिटने वाले जवानों के बीच में बितायी । देश जब दीवाली मना रहा था, तब मैं सियाचीन गया था । क्योंकि उन्हीं की बदौलत तो हम दिवाली मना पा रहे हैं, तो मैं उनके बीच गया था । कितनी कठिनाइयों में वो जीवन गुजारा करते हैं, उसका अनुभव मैंने किया । मैं देश की रक्षा करने वाले जवानों को सैल्यूट करता हॅूं । लेकिन आज मुझे एक और गर्व की बात कहनी है । हमारे देश के जवान सुरक्षा के क्षेत्र में काम करते हैं । प्राकृतिक आपदा के समय जान की बाजी लगाकर हमारी रक्षा करने के लिए कोई भी साहस करने को तैयार हो जाते हैं । खेल-कूद में भी हमारे देश के जवान भारत का गौरव बढाते रहते हैं । आपको जानकर के खुशी होगी कि हमारे सेना के कुछ खिलाडियों ने ब्रिटेन में आयोजित एक बहुत ही प्रस्टीजियस, कम्ब्रिअन पेट्रोल की एक स्पर्धा होती है, करीब 140 देशों को पीछे छोडकर के हमारे इन जवानों ने गोल्ड मैडल दिलाया देश को । मैं इन जवानों का विशेष रूप से अभिनन्दन करता हॅूं । 

मुझे अभी एक अवसर मिला था हमारे देश के जवान, नौजवान विद्यार्थी, युवक-युवतियां, खेल-कूद में जो विजेता होकर आई थीं, उनसे मैंने एक चाय-पान का कार्यक्रम रखा था । मुझे एक नई उर्जा मिली । उनका उत्साह, उमंग मैं देख रहा था कि और देशों की तुलना में हमारी व्यवस्थायें, सुविधायें बहुत कम होती हैं लेकिन शिकायत की बजाय उमंग और उत्साह से और अधिक कुछ करने की बात कर रहे थे । अपने आपमें मेरे लिये, इन खिलाडियों के लिये चाय-पान का कार्यक्रम बहुत ही प्रेरक रहा था । मुझे बहुत अच्छा लग रहा था । 

एक बात की ओर मैं देशवासियों को, और मैं सच में मन से कहना चाहता हूँ और मेरे मन की बात है । और मुझे विश्वास है, देशवासियों को मेरे शब्दों पर भरोसा है, मेरे इरादों पर भरोसा है । लेकिन आज एक बार फिर मैं उसको अपनी तरफ से दोहराना चाहता हॅूं । जहां तक काले धन का सवाल है, ब्लैक मनी का सवाल है, मेरे देशवासी, आपके इस प्रधान सेवक पर भरोसा कीजिये, मेरे लिये ये आर्टिकल ऑफ फेथ है । भारत के गरीब का जो पैसा जो बाहर गया है वो पाई-पाई वापिस आनी चाहिए, ये मेरा कमिटमेंट है । रास्ते क्या हो, पद्धति क्या हो, उसके विषय में, मतभिन्नता हो सकती है । और लोकतंत्र में स्वाभाविक है लेकिन मेरे देशवासी मुझे जितनी समझ है और मेरे पास जितनी जानकारी है उसके आधार पर मैं आपको विश्वास दिलाता हॅूं कि हम सही रास्ते पर हैं । आज तो किसी को पता नही है, न मुझे पता है, न सरकार को पता है, नआपको पता है, न पहले वाली सरकार को ही पता था कि कितना धन बाहर है । हर कोई अपने अपने तरीके से, अलग-अलग आंकडे बताते रहते हैं । मैं उन आंकडों में उलझना नहीं चाहता हॅूं , मेरी प्रतिबद्धता ये है, दो रूपया है, पांच रूपया है, करोड है, अरब है कि खरब है जो भी है । ये देश के गरीबों का पैसा है, वापिस आना चाहिए । और मैं आपको विश्वास दिलाता हॅूं , मेरे प्रयासों में कोई कमी नहीं रहेगी । कोई कोताही नहीं बरती जायेगी । मुझे बस, आपका आशीर्वाद बना रहे । मैं आपके लिए जो भी करना पडेगा, जब भी करना पडेगा, जरूर करता रहॅूंगा । ये मैं आपको भरोसा देता हॅूं ।

मुझे एक चिट्ठी आई है । ............. श्रीमान् अभिषेक पारिख की तरफ से आई है । वैसे इस प्रकार की भावना मुझे, मैं प्रधानमंत्री नहीं था तब भी, कई माताओं, बहनों ने प्रकट की थी । कुछ डाक्टर मित्रों ने भी मेरे सामने ये बात प्रकट की थी और मैं भी भूतकाल में इस विषय पर अपनी भावनाओं को प्रगट करता रहा हॅूं । श्रीमान अभिषेक पारिख ने मुझे कहा है कि हमारी युवा पीढी में बहुत बडी तेजी से, नशे का सेवन, ड्रग की तरफ झुकाव बढ रहा है । उन्होंने मुझसे कहा है कि आप इस विषय पर अपनी मन की बात में जरूर चर्चा करें । मैं उनकी इस पीडा से सहमत हॅू । मैं अगली मन की बात जब करूंगा, मैं जरूर ये नशाखोरी, ये ड्ग्ज, ये ड्रग माफिया और उसके कारण भारत के युवा धन को कितना बडा संकट आ सकता है, उसकी चर्चा अगली बार मैं जरूर करूंगा । इस विषय में आपके भी कुछ अनुभव हों, आपको कुछ जानकारियां हों, इस नशे की आदत वाले बच्चों को अगर आपने बचाया हो, बचाने के अगर आपके कुछ तौर-तरीके हो किसी सरकारी मुलाजिम ने अगर कोई अच्छी भूमिका निभाई हो, अगर ऐसी कोई जानकारी आप मुझे देंगे, तो देशवासियों के सामने, इन अच्छे प्रयासों की बात पहुंचाउंगा और हम सब मिलकर हर परिवार में एक माहौल बनायेंगे कि फ्रस्टेशन के कारण कोई बच्चा इस रास्ते पर न चला जाये, जरूर हम इसकी विस्तार से चर्चा करेंगे । 

मैं जानता हॅूं कि मैं ...... ऐसे विषयों को हाथ लगा रहा हॅूं जिसके संबंध में सरकार सबसे पहले कटघरे में आती है । लेकिन हम कब तक चीजों को छुपाते रखेंगे । कब तक हम पर्दे के पीछे सब बातों को टालते रहेंगे । कभी न कभी तो अच्छे इरादे के लिए, संकट मोल लेना ही पडेगा । मैं भी ये हिम्मत कर रहा हॅूं । आपके प्रेम के कारण । आपके आशीर्वाद के कारण और मैं करता रहॅूंगा । 

कुछ लोगों ने ये भी मुझे कहा है मोदी जी, आप तो कह रहे थे कि हमें सुझाव दीजिये, फेस बुक पर दीजिये, ट्वीटर पर दीजिये, ई-मेल भेजिये । लेकिन देश का बहुत बडा वर्ग है, जिनके पास ये है ही नही तो वो क्या करें । आपकी बात सही है । ये सुविधा सब के पास नहीं है । तो मैं आपको कहता हॅूं कि मेरी मन की बात के संबंध में अगर आप कुछ कहना चाहते हैं तो गांव-गांव रेडियो पर तो मेरी बात को सुनते हैं तो आप,

नई दिल्ली

अगर चिट्ठी भी भेज देंगे, कुछ सुझाव देंगे तो जरूर मुझ तक पहुंच जायेगा । और मैं जरूर उसको गंभीरता से लॅूंगा । क्योंकि सक्रिय नागरिक, विकास की सबसे बडी पूंजी होता है । आप एक चिट्ठी लिखते हैं, मतलब है कि आप बहुत सक्रिय हैं । आप अपना अभिप्राय देते हैं ........ मतलब कि आप देश की बात के विषयों से कंसर्न है और यही तो देश की ताकत होती है । मैं आपको निमंत्रण देता हॅूं । 

मेरे मन की बात के लिये, आपके मन की बात भी जुडनी चाहिए । हो सकता है आप जरूर चिट्ठी लिखेंगे । मैं कोशिश करूंगा, फिर अगले महीने आपसे बात करने की । मेरा प्रयास रहेगा, जब भी बात करूंगा, रविवार को करूंगा, दिन के 11 बजे करूंगा । तो मुझे आप तक पहुंचने की सुविधा बढ रही है । 

अब मौसम बदल रहा है । धीरे-धीरे ठंड की शुरूआत हो रही है । स्वास्थ्य के लिये बहुत अच्छा मौसम होता है । कुछ लोगों के लिये मौसम खाने के लिये बहुत अच्छा होता है । कुछ लोगों के लिये अच्छे-अच्छे कपडे पहनने के लिये होता है । लेकिन इसके साथ-साथ स्वास्थ्य के लिये भी बहुत अच्छा मौसम होता है । इसे जाने मत दीजिये । इसका भरपूर उपयोग कीजिये ।
